Application Process


The requesting departments should automatically complete and submit the documents listed below to ISC for the processing of an H1B application. 

 
Once you have the above documents ready at hand, follow these steps to process the H-1B visa - (Download Steps here)
 

Step 1 - Department Invites Professor

  DEPARTMENT
  • Gathers supporting documents, information, verify funding source obtain campus approvals/signatures etc.
  • Adds professor in ISC Online and send invitation to professor
  • Department submits completed invitation to the International Scholar Center (ISC) for approval
  PROFESSOR:
  • Professor will receive his/her login and password to input information to complete his/her information in ISC Online.
  • Upload documents to ISC online (see the attached check list)  
 

Step 2- ISC Reviews & add Service Fees

  INTERNATIONAL SCHOLAR CENTER:
  • Reviews and analyzes invitation, contacts department if clarification is needed
  • Add service fee for department of approval
  DEPARTMENT/ PROFESSOR: Fees for H1B visa – *Can be split between the department and professor:
  • Pay ISC processing fees of $2000
  • Pay US Citizenship & Immigration Service (USCIS) Filing Fees $325
  • Pay Department of Homeland Security Anti-Fraud Fee of $500 *(department must pay this fee- it cannot be split with professor)
  • Pay USCIS Premium processing of $1225 (Expedited fee for approval in 2 weeks)
 

Step 3- ISC Processes Forms and documents

  INTERNATIONAL SCHOLAR CENTER:
  • Completes I-129 forms
  • Prepare the Labor Condition Application (LCA) must be included in every H1B filing
  • If union position (Union is notified of intent to file H1B  - If non-union, LCA is sent to department for posting 
  • Forms and documents are assembled for filing 
  • Application is sent via FedEx
  DEPARTMENT
  • Prepares support letter for USCIS and sends to ISC   
  • Completes the required Export Control form then sends to ISC
  • Post LCA if applicable
  OFFICE OF RESEARCH
  • Review and approves the Export Control form (required in order to file the H1B application)
  • Notifies ISC to move forward
 

Step 4 – USCIS Receipt/Approval Notices

  USCIS:
  • Sends International Scholar Center a receipt notice of the application
  • Once application is approval, USCIS sends the approval to ISC
  INTERNATIONAL SCHOLAR CENTER (ISC):
  • ISC sends receipt notice to department and professor for tracking case on-line
  • If Professor is inside the US - ISC notified H1B holder to pick up approval packet from ISC
  • If Professor is outside the US ISC FedEx the H1B approval to Professor, for consulates processing
 

Step 5 – Visa Application by Professor – If outside the U.S.

  PROFESSOR:  

Step 6 – Embassy/Consulate Processes Visa - If outside the U.S.

  U.S. EMBASSY/CONSULATE:
  • Reviews visa application
  • Conducts background security check
  • Issues visa stamp in passport
 

Step 7 – Professor Arrives at UCR

  DEPARTMENT:
  • Update I-9 form with work authorization
  • Records visa dates in PPS
PROFESSOR:
  • Provides ISC with I-94 Print out
 

Step 8 – ISC Records Legal Status

  INTERNATIONAL SCHOLAR CENTER:
  • Updates scholars visa dates in ISC online
